It's a known glitch, and Rockstar is working on a patch, but until then, you're probably better off trying to unlock the Legend of the West outfit, which looks similar and also gives you twice the Dead-Eye.

You don't have to wait until someone puts a bounty poster up they go up periodically. Generally Mo Van Burr is the first bounty which goes up. It's a better idea to take him alive as that takes care of two different outfit requirements. While yes you could start working on Legend of The West as an alternative to Deadly Assassin that is fairly useless advice. I actually got a code that was supposed to unlock that particular outfit off the bat. Well I input the code but it didn't become unlocked; instead it showed up as discovered but with all of the tasks to complete as well.
And when I track the outfit that big purple circle shows up over the town of Armadillo so then I thought well maybe I have to run into him somewhere in the town to trigger an event. Still nothing.
As I said Evilsbane, i'm almost done with the main story and played hours off the game and he still hasn't popped up on the wanted posters so I guess as many other RDR games it's a bug.
